Ofsted Insights

What This School Does Well

The school's early years staff develop positive relationships with children and work well with parents, helping children to build confidence. The phonics programme in Reception and Year 1 is beginning to support early reading development. The school provides a range of clubs, trips and physical activities to broaden pupils' experiences, with many opportunities specifically designed for disadvantaged pupils.

Key Strengths

  • Phonics programme in early years and Year 1 is beginning to have positive impact on early reading
  • Staff know children well in Reception and work productively with parents to build confidence and resilience
  • Pupils participate in clubs, trips and physical activities, with many enrichment opportunities targeted at disadvantaged pupils

Areas for Improvement

  • Safeguarding culture is not open and positive - pupils are not adequately supervised, especially at breaktimes, and bullying concerns are not taken seriously enough
  • Curriculum is poorly structured and incoherent - pupils struggle to build knowledge in reading, writing and mathematics
  • Teachers lack subject knowledge and are not equipped to identify and correct gaps in pupils' learning
  • Behaviour expectations are too low with inconsistent management, leading to common low-level incidents and some pupils spending long periods out of class
  • Disadvantaged pupils and those with special educational needs receive insufficient support and make inadequate progress

Safeguarding

Safeguarding standards not met - leaders have not created an open and positive safeguarding culture, pupils are inadequately supervised especially at breaktimes, and bullying allegations are not always taken seriously enough.

Extracurricular Activities

Clubs, trips, physical exercise, school council (voting for members)

Fulwood and Cadley Primary School requires special measures due to failing safeguarding standards, weak curriculum design, and inadequate achievement across core subjects. The school has not demonstrated the capacity to secure necessary improvements.
